Chief Teresa Walter is an all-around Maryland woman. She was raised in Joppatowne and subsequently enrolled at Harford Community College and the University of Baltimore, where her studies in criminal justice began.
With a span of over twenty years, she dedicated herself to the Harford County Sheriff's Office, commencing her journey as a dispatcher during her college years.
"I found that I really did like law enforcement," she said. "I found it fascinating trying to solve the problems, whether it's a criminal problem or a community problem."
Walter eventually ascended to the rank of captain and assumed the role of commander for the southern precinct.
Upon assuming her role in the Havre de Grace Police Department, she expressed her contentment in staying connected to her hometown, allowing her to aid individuals in resolving their issues within a community that demonstrates a unique sense of unity.
Havre de Grace, a place known for its enduring pedestrian-friendly environment, is bustling with individuals engaged in various activities. Tourists can be seen leisurely walking along the Promenade, nature enthusiasts take pleasure in the waterfront parks, and patrons unwind at city pubs.
"People wouldn't be out walking their dogs, running, if they didn't feel safe," she said.
Chief Walter possesses a strong affinity for football and basketball, with a special focus on the Ravens. In addition, she finds pleasure in activities like running and reading.
Chief Walter noted she has been on the executive board of the Chamber of Commerce and recently served as president of the statewide Maryland Chiefs of Police Association. She thinks that her relationship with the community has helped her department, "I think our city truly has an understanding that everything has been hand in glove," she said. "It's not a competition."
In a small town like Havre de Grace, being in the police department unquestionably entails active involvement within the community, whether it involves conducting foot patrols or paying visits to individuals.
Her responsibilities encompass a wide range of tasks, including but not limited to, addressing calls, collaborating with community organizations, coordinating special events, formulating the department's budget, ensuring officers are well-versed in policies and procedures, and actively seeking out grants.
Advancing in the field of law enforcement involves the effort to remain informed about the most recent advancements in policies and technologies, along with staying apprised of the initiatives undertaken by other agencies, as stated by Chief Walter.
She aspires for young individuals to form positive perceptions of the police force and consider pursuing a career in public service. "We want the kids to pay attention to public service in military, in government, even just volunteering in their community, their church," Walter said.
